Research Design

  • Population and Areas of Survey
In this project, respondents who are 18 years old and above and have a telephone at home were interviewed as the survey population. The areas of survey include cities and counties in Taiwan and Penghu County, excluding outlying islands as well as Lianjiang County and Kinmen County of Fujian Province
  • Sampling Method
This project used the “2010-2011 Residential Telephone Database” as the sampling population to conduct a two-stage sampling. In the first stage, the proportional number of subsamples was calculated for each of the cities/counties based on the latest demographic data sorted by age (as of April, 2012) provided by the Department of Household Registration of the Ministry of the Interior of the Executive Yuan. Then, phone numbers were extracted randomly by their last two digits from the national telephone database, proportionally as required for each city/county. In the case that a set of phone numbers was fully used, a new set would be added according to the required proportion. In the second stage, the intra-household sampling method (Hung, 2001) was adopted to select the respondents who should be interviewed by matching the qualified number of people in the household with the number of qualified males and the last two digits of the phone number. In this way, each qualified respondent candidate had a non-zero chance of being selected. For those in a household with the same population structure, every qualified candidate had the same chance of being selected.

Survey Process

  • Pilot Survey
The pilot survey took place on April 26, 2012. The procedure was as follows: After the interviewers reported for duty, they first received a briefing regarding the survey questions and interview principles. Then, the interviewers were asked to practice conducting surveys for 30 minutes. After each interviewer was familiar with the survey questions and interview principles, they were asked to conduct surveys via phone officially. The surveys continued until 10 o’clock. Then, questions and issues regarding the interviews were solicited from the interviewers, which were later used as a reference for revising the survey questions. The implementation results of the pilot survey were as follows: 513 calls, 11 refusals, and 60 completed interviews. The average time of a completed interview was 12 minutes and 48 seconds.
  • Official Survey
Official interview surveys started on May 30, 2012. The number of interviews commissioned was reached on June 14, 2012. There was no telephone interview session on June 12 since it was an unexpected dayoff due to an approaching typhoon. In the end, 11 telephone interview sessions were conducted. The final execution results are were follows: the number of calls was 15,034; the number of refusals was 2,091; the number of completed interviews was 1,507. The average time of a completed interview was 12 minutes and 7 seconds.

Survey Result

1,500 interviews were expected to be completed for the project. In the end, a total of 1,507 interviews were successfully conducted. Under the 95% confidence interval, the sampling error was approximately ±3%.
